XSL is used to transform from one XML format to another. RTF isn't XML.

So for, example, I use an XSL stylesheet to transform my XML resume to 
XSL-FO. Then I can use JFOR to get an RTF version, or Apache FOP to get 
a PDF or text version.

This is explained pretty well on the jfor web site, http://www.jfor.org/
