Reading RTF table in Word

I am generating RTF files with tables using jfor. When using Word 2000 under Windows 2000 the tables cells appear with the table dimension I specified in xsl:fo. However, when using Word 2002 under XP looking at the exact same RTF, many of my cell sizes are narrower than specified. All my users are in this environment so it needs to work in Word 2002. I've noticed that some of my tables appear as specified but I don't know why some are ok and some not. I've noticed that if I put an empty table in front of my too narrow tables, the cell sizes widen but not to what I specified.
