I installed Xerces from
	<http://jakarta.apache.org/builds/jakarta-tomcat-4.0/release/v4.0.3/rpms/xerces-j-1.4.4-2.noarch.rpm>

and changed my command to be:
	java -cp /usr/share/java/xerces.jar:jfor-0.5.1.jar org.jfor.jfor.main.CmdLineConverter infile.fo outfile.rtf

and now it worked!

(At least it worked for one of the files.  For others I get the error message 
   org.xml.sax.SAXException: IOException in IBuilder: org.jfor.jfor.converter.ValueConversionException: conversion factor not found for '%' units
and the resulting .rtf is 0 bytes.  But I'll post a separate message
about this)
