Problem with Table in REGION-BEFORE/static-content

I've a problem using a table in a static-content flowed on "region-before".


It happens that the table is displayed only on the first page and it is not 
repeated.
Is it a bug or am I missing something ?


(I've tried the same file with fop and it renders as I expected, i.e. 
repeating the table on each page)
