No specific reason, only that we only needed character styles when this was 
implemented.

Yes, text-align="center" probably only makes sense in a paragraph style. 
Implementing these in jfor is probably not that hard but we have no such 
plans at the moment (unless you want to try it of course). So I'm afraid that 
in the meantime you will have to work with text-align at the block level.
