Might be that this call needs access to physical graphics resources 
(display?) which are not available in your CGI environment.

If that's the case, using the PJA toolkit (http://www.eteks.com/pja/en/) 
should help. This toolkit can replace the standard AWT libraries, and doesn't 
need any native graphics resources to do its work.
