Interleaving optional elements

All,
Is the following Relax NG fragment supposed to work? I don't see any
reason why it shouldn't but MSV gives me the following error:
more than one branch of <interleave> accepts the element "property"

<optional>
<element name="property">
<attribute name="name">
<value>name1</value>
</attribute>
<attribute name="value">
<data type="anyURI"/>
</attribute>
</element>
</optional>
<optional>
<element name="property">
<attribute name="name">
