Speaking out of turn, I'm not American.
I think ADA applies to America.
  I.e. to ISO too.

If you are representing ISO/DSDL (one committee) 
   or a member of that committee...
   please ask them how they might provide this document
to a blind person requesting it..... paid or not.

  Adobe are getting better, but AFAIK, pdf
  isn't deemed a reasonable accommodation yet.   

It might raise some eyebrows. 
  It might do some good too!
