That's common misusage, but how does that make any sense? What curve do
you think it refers to?
If you look at the origin of the term, in industrial engineering,
you'll see that the curve is the graph I described. It tends to be a
hyperbola, starting off vertical and ending up horizontal.
I believe "steep learning curve" got to be misused that way by people
who heard the term, had no idea what curve it referred to, and the
word "steep" brought to mind an image of someone climbing a steep
hill or paying a "steep" price for something.
