the Korean alphabet problem

With the delphi (client) it uses xmlrpc for c (server) and 
it is in the process of planning a project. 

But, does the progress hold goes with the Korean alphabet problem. 

Doesn't the Korean alphabet support become from the xmlrpc? 

It will be done how and the example of the c and (server) with 
the delphi (client) it will grant.
