problem in xml rpc

I am facing problems in xml rpc calls.

The error is as follows:

expat reports error code 70
        description: SYSTEM or PUBLIC, the URI is missing
        line: 1
        column: 48
        byte index: 50
        total bytes: 50

Prior to that everything was working fine. I have restarted the server 
where xml rpc was installed, I guess that was the problem.

Is there anything ie service that I need to restart so that xml rpc 
will work.
