xml rpc Error

I am using xml rpc for database operations. 
Env: Linux, PHP, xml-rpc, 

It was working well before I restarted my server.
From today it stopped working. I rebooted the server. Is that the 
reason. Should I start any service so that xmlrpc will start working.

The error that I was getting is as follows:

expat reports error code 70
        description: SYSTEM or PUBLIC, the URI is missing
        line: 1
        column: 48
        byte index: 50
        total bytes: 50
