Quick note: 

The last solution I was talking about was written incorrectly. What I
wanted to say was :

- replace CURL and use it instead of fsockopen.

Based on some more testing, I've found out this is not a PHP specific
error, I tested it in few different enviroments, so it's not PHP, it's
that particular apache configuration.
