I was going to say the exact same thing. It may be especially useful in SAX
because many filters fragment the document for you, so the parts may be
taken out of context.
Additionaly, I would think that the elimination of extra namespace decls
could be removed via filter (read: layer) and it would be just as good (in
fact didn't Simon St. Laurent write one of these?)-- but they can't be
added back in via filter. Because of that I would say it would be better
for an implementation to provide the extra NS decls by default.
If ElCel does make an option (which seems a good idea) then I should we add
it to the SAX features. It seems to be a very useful option and it would be
good if it was widely supported. Another interesting option in this area
would be to force documents to be "sane" where prefixes are corrected along
the way. But again, this is something a filter could be used for.
