SAX 2.0.2--progress stalled?

Hi all (and especially David, apparently the only extant being with the
power to maintain SAX),

In his message of Feb. 18 to xml-dev [*], Norm Walsh articulated far better
than I could why it would be a really good thing if we could officially
ship the SAX 2 1.1 Extensions, together with the fixes needed for SAX 2.0.2
that have since been discussed.  This goodness would be felt especially
strongly by JAXP 1.3 (JSR 206) which is due to be finalized very shortly
and which many products will rely upon.

But I think finalizing this has benefits beyond JAXP:  Clearly, momentum in
this community to get the 1.1 Extensions out the door is not strong, and it
may be that this is the last time when there will be a significant push to
finalize them.  It would be most unfortunate for the community if the work
that went into drafting the 1.1 Extensions never resulted in a finalized
version that products could feel comfortable implementing.

Patches have been provided, useful discussions (most apparently fairly
conclusive) have been had; can we please just make the last, relatively
small effort and get this done?
