xmlns-uris and duplicate functionality

I have a feeling this question has been asked before, but the archives are down and I don't see it in my INbox so here goes: Why does NamespaceSupport have two new methods to control the reporting of the namespace URIs of xmlns attributes? Specifically, setNamespaceDeclUris(boolean value) and isNamespaceDelURIs()? Why not just rely on the value of the xmlns-uris feature? Is anyone really that likely to use a NamespaceSupport object in direct opposition to how they've set the xmlns-uris feature?
