startPrefixMapping for xmlns?

Here's one I'm not sure of. ContentHandler.startPrefixMapping says There should never be start/endPrefixMapping events for the "xml" prefix, since it is predeclared and immutable. What about the xmlns prefix? Should we say something like this: Likewise, there should never be start/endPrefixMapping events for the "xml" prefix, regardless of the setting of the xmlns-uris feature, because whichever way xmlns-uris is set, the xmlns prefix is predeclared and immutable.
