But this would be a change in the SAX specification. It would be 
incompatible with 6 of 8 existing SAX parsers including the most 
common ones and the only two actively developed ones.

My goal here is not to decide what the behavior should be. That 
decision was made four years ago, and it's better to stick with what 
was decided then than to revisit it now. The goal now is simply to 
clarify parts of the spec that have been insufficiently obvious to 
implementors.
