Support for XMLDecl in SAX

Hello,

     Sorry if this has been asked and answered before; I searched the 
archives, but didn't see anything relevant.

     Are there any plans to add SAX callbacks that supply the content of 
an XMLDecl.  The thing that I'm most interested in is the version; given 
the advent of XML 1.1, it would be more than a little bit useful to have 
that information available.
