Another doc issue

Here's another one the .NET porters noticed. On 
http://sax.sourceforge.net/?selected=namespaces we find "If the URI were 
the emtpy string" emtpy should of course be "empty". There may be a more 
significant problem in this section, but as I look at it a second time, 
I'm not so sure. more later.
