Error installing Python Extension on Windows 10 - SaxonHEC1.2.1

Sent from Mail<https://go.microsoft.com/fwlink/?LinkId=550986> for Windows 10 On running saxon-setup.py build_ext -if (Windows 10, 64 bit using Powershell as administrator) I get this error message: fatal error C1083: Cannot open include file: 'io.h': No such file or directory error: command 'C:\\Program Files (x86)\\Microsoft Visual Studio\\2017\\BuildTools\\VC\\Tools\\MSVC\\14.16.27023\\bin\\HostX86\\x64\\cl.exe' failed with exit status 2 io.h is installed, in several places, actually; on of which is in PATH variable, and another one in the same directory as cl.exe. I understand the disappearance of io.h is a fairly common occurrence, but all my research did help me resolve it.
