Saxon EE 9.1.7 error when using from Oxygen

I am using Saxon EE 9.1.7 bundled with Oxygen 23.1 and got the following 
error message.

With the newest Oxygen 23.1, we should use newest Saxon EE 10.0 but in 
the Oxygen XSLT GUI, it seems that only EE 9.1.7 works.

Is Saxon output above error message? If so can I submit error report to 
saxonica.plan.io?
