I've scanned the Saxon code for usages of the default country, and apart from being an offer for API users through Configuration.set/getDefaultCountry and .set/getConfigurationProperty(FeatureCode.DEFAULT_COUNTRY), the only internal use in the open source part of Saxon seems to be as a fallback place in formatDate(…) / FormatDate.java:93. So using a time zone ID as the default country seems safe enough for now. Thanks again for your help.
