I would suggest splitting section 10 (precisionDecimal) into

10. PrecisionDecimal
  10.1 Validation of precisionDecimal values
  10.2 Restricting precisionDecimal using facets
  10.3 Unique/Key constraints using precisionDecimal values
  10.4 Assertions on precisionDecimal values
