The following schema seems to validate the instance document specified
by you fine:

	      <xs:sequence>

				           <xs:complexType>
					       <xs:attribute name="datatype" type="xs:anyURI" form="qualified" />
					   </xs:complexType>
				     </xs:element>
			      </xs:sequence>
			      <xs:attribute name="about" type="xs:anyURI" form="qualified" />
			 </xs:complexType>
                    </xs:element>			
	       </xs:sequence>
	 </xs:complexType>
   </xs:element>

</xs:schema>
