RelaxNG schema omision of the flag attribute

Definition says:
5.3.5 flag attribute
A boolean variable with value false. A flag is implicitly declared by an
assertion or *rule* having a flag attribute with that name. 

RelaxNG schema doesn't include the flag attribute in the definition for
Rule, however.
