Yes.  Good catch.   

(Actually, there maybe is not so much need for abstract rules, now that 
there are includes.
But a small amount of syntactic sugar is very important I have found: 
not so much for
writing schemas by hand, but for convenience when automatically 
converting from some
external data into a schema: it can reduce the amount of work or 
document size.)
