If you're a total newbie, then I suggest you start with Apache Axis rather than Apache SOAP. Apache Axis is Apache's strategic Web services platform. It supports all the current standards, including SOAP 1.1, SOAP 1.1, WSDL, and WS-I. And there's even an implementation of WS-Security in the works. See http://ws.apache.org/axis.
