Hi Scott,
deployment works fine, I either use the SOAP GUI
or (preferred) deploy via deployment descriptor:

java org.apache.soap.server.ServiceManagerClient 
http://hal:8088/soap/servlet/rpcrouter deploy PurchaseOrderAcceptorDD.xml
