Because Sun has maintained bytecode compatibility and has left even deprecated method calls in the library, you can also certainly use a 1.3.1 compiled binary with a 1.2.2 JVM. It is no easier, however, to compile Apache SOAP with 1.3.1 versus 1.2.2. Any compiler 1.2 or later should work equally well (aside from bugs that compiler may have).
