SOAP occurred while Tomcat 4 was in beta, so the docs that come with 2.3.1
and the docs on the Web site only provide instructions for Tomcat 3.2.  The
current docs, available in CVS and the nightly builds, include instructions
for Tomcat 4 and 5.
