Hi,
why don't you just use css and pseudo class ":hover" ?
To do more stuff with javascript and "use" elements, I use this test :

var target = evt.target;
if (!target.parentNode && target.correspondingUseElement) { target = target.correspondingUseElement; }


So it works with Chrome and IE.
