Injecting SVG images on to a webpage and then describing the elements

Hi all,

I want to build an application that describes SVG graphics. My idea is as
follows.
1. The user uploads a SVG file.
2. That file is uploaded and presented to the user.
3. As the user moves the mouse over different elements, I want different
sounds to play based on the coordinates of the elements.

How would I do something like this? I was thinking of using javascript
events but I am not sure.
