A partial solution...
Apparently Internet Explorer requires a Doctype of
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01//EN"
"http://www.w3.org/TR/html4/strict.dtd">
'quirks mode'
Then output and :hover behaviour is identical.
I would like <!DOCTYPE html>
// HTML5
Is having two Doctypes legal, surely must be first line in
document ??
