This comes as little surprise to me. More evidence of how the SVG Working Group has abdicated their responsibilities.

Why use SMIL when you can accomplish the same thing in a more complicated manner? This ensures better control over the creation and presentation of data, it shouldn't be easy for just anybody to publish to the internet.
