The third release candidate of V3.1 from the 29th of November is
announced to be V3.1 release*.

This version brings the following enhancements:

- Serna GUI is added Chinese, Dutch, French, German, and
   Italian localizations.

- Enhanced navigation in tables: Tab and Shift-Tab allow you to move
   a cursor to left and right cell; Alt-arrow keys allow you to move to the
   corresponding adjacent cell.

- A number of issues were fixed.
