[WSS4J] Preparation before we move to Apache

Darren, Sam,
Are u guys still interested in working on wss4j? There have been no checkins to date that i know
of from you both. If you still are interested....please let me know and do fill up the
"Contributor Licensing Agreement" (http://www.apache.org/licenses/) and follow the directions on
the form.

Alek,
You are already "in the system" and know the "Apache way" so there is nothing for you to do :)

Werner,
Can you please fill up both the "Contributor Licensing Agreement" and the "Software Grant" just to
be one the safe side (both are available at http://www.apache.org/licenses/). I will be filling up
a Software Grant as well.

Once we have these pieces in place. I will get the ball rolling in the WS-PMC and incubator at
apache.
