   xalan 2.7.3 causes users to get build errors:
   
   ```
   Execution attach-javadocs of goal org.apache.maven.plugins:maven-javadoc-plugin:3.11.3:jar failed: Unable to derive module descriptor for /home/runner/.m2/repository/xalan/xalan/2.7.3/xalan-2.7.3.jar: Provider class org.apache.bsf.BSFManager not in JAR file xalan-2.7.3.jar
   ```
   
   please can this get merged and released
