archiving https://github.com/apache/xalan-j

Hi,

Per https://issues.apache.org/jira/browse/XALANJ-2633,
https://github.com/apache/xalan-j is not used anymore, and active
development is in https://github.com/apache/xalan-java.

Would there be any reason not to 'archive'
https://github.com/apache/xalan-j ? That might make things clearer for
some people. If there's no objections I can file an Infra ticket.
