XSLT 3.0 implementation specifies that, xsl:template instruction's 'mode' attribute can have a list of whitespace separated tokens (which are one or more xsl:template mode names). Xalan Java implementation upto now, only allows a single mode name as value of xsl:template 'mode' attribute.
I'm creating this jira issue, to track this XSLT 3.0 implementation enhancement within Xalan Java XSLT 3.0 development branch.
