Should URIResolver from factory be delegated to identity transformer

When I switched from jdk 1.6 version to Xalan 2.7.1 I noticed that
tranformerFactory.newTransformer doesn't automatically delegate URLResolver
to identity transformer. Only newTransformer(Source) get's it automatically.

Is this the way spec is intended it to be?
