That's fine, deprecating first is the right thing to do. Here's a PR for deprecating all interfaces and classes in that package: [https://github.com/apache/xerces-j/pull/45]

Seeing as there may be a need to release future versions of xerces, deprecating it makes sense. At least then if a major version change takes place this unnecessary code can be removed.
