[PR] [XERCESJ-1781] Javadoc doclint settings in Ant build .xml [xerces-j]

SingingBush opened a new pull request, #70:

   a cut down version of the build.xml changes proposed in other PR. This time more lenient. The main focus is to only lint sources in this repo and focus the linter on *html* issues. For the *org.apache.xerces* packages though it's also worth having the warnings on missing docs.
