Re: [ANNOUNCEMENT]: Apache Xerces-J 2.12.0 now available

What Apache Commons did, in a similar circumstance was unilaterally open 
up committership to all commons projects to a much wider audience. 
Perhaps Xerces should consider doing that as well.
