[Announce]: XML-Xerces-2.3.0-3 Windows binary available

Hey all,

Thanks to Martin Raspe, there is now a windows binary available! It is
a PPM file for ActivePerl 5.6.1.

You can find it at:

  http://www.apache.org/dist/xml/xerces-p/binaries/

It is for the previous release, 2.3.0-3, and doesn't yet include the
DTD and Schema Grammar classes, or the SEnumVal or EnumVal examples.
