[Announce] New 2.3.0 Windows Binary available

Hi All,

Martin Raspe has just provided an updated binary for Windows that
enables it to run with both Perl-5.6 and Perl-5.8. 

It's available at the usual location:

  http://www.apache.org/dist/xml/xerces-p/binaries/
