I'm sorry but I'm a bit confused. The page that you mentioned has all
the information for how to download the Perl modules. What more are
you looking for?

Yes, xerces does support DOM Level 3, but DOM has supported in-memory
manipulation since Level 1, the extra stuff in Level 3 is quite
different.

There is a specific mailing list (see the Cc: line) if you write their
it is far less likely to get buried in my inbox.
