Yes, the C++ documents can explain how to use the API, there are no
Perl specific docs except the README, the files in samples/ and the
tests in t/.

If you want to create a document you could use the DOM API, but I
prefer to simply use print statements - the XML files I create are
often very large, and DOM is slower and uses a lot more memory. If you
want to use the DOM API then check out t/DOMWriter.t and
samples/DOMPrint.pl.
