Formatting of empty elements

Hello,

I am having problems with formatting of empty blocks and table cells. It seems that the formatting of these empty elements is not possible. See my attached FO, all affected elements are formatted with Arial 10pt. When opening the output RTF document it seems that this attributes are getting ignored, the empty table cells as well as the empty block are formatted by Word. Depending on the version of Word the Font is "Times 12pt" (2003) or "Calibri 11pt" (2007). As you can see in my attached FO file  the table cells are set to Arial 10pt, as well as the empty block at the end of the document.

My question now is: Is there any way to format these empty elements? It's pretty much important because this brakes our table formatting - the line spacing of the table rows is getting different in output documents.
