Yes, \levelnfc23 specify the output to bullet.  But the character code and 
the font-family for printing the bullet is taken from the 
leveltext-control word by MS Word:
{\leveltext\'02\'00·;} After the \'00 sequence you generated a MiddleDot 
(\u00B7)

As you see in , my xsl-fo file contains a Bullet (\u2022) instead of 
MiddleDot.

Upcast? If this is the case, then it should be possible to parametrize 
the conversion step #5 to workaround your problem.

You mean step #3.

We are sorry but we cannot help you. Our product has not been designed 
to support a workflow (i.e. step #5) like yours, that is, adapt its 
output to anything other than MS-Word.
